Despite trying and failing to impress Destoroyah Ekkusu with his personality and antics, and helping her knock down Shin Godzilla, Destoroyah Wai cannot mate with Ekkusu. The reason being that certain organs in Wai did not develop properly at creation. This is due to the amount of water he grew in shrank as it was carried from place to place. Ekkusu had the entirety of Tokyo Bay to develop, undisturbed. The JSDF unleash their entire force to combat then, only resulting in more fatalities. It took the combined efforts of Akuma Rodan And Zone Mega to fend them off

And surely, Destoroyah Wai and Ekkusu are at last defeated by Akuma Rodan and Zone Mega (Wai vs Zone-M & Ekkusu vs Akuma Rodan). Ekkusu clashes into a plant and starts to burn. Wai, not wanting to be alone, joins her. This triggers Akuma's kaiju memory to a similar event that happened with Rodan.
It seems this ordeal was finally over ... which, is wishful thinking.

The fire continues to burn, and with it, the desire to survive. In an instant, the plant implodes, sucking in all the flames with it. A thick cloud of smoke envelops the area. From it, the silhouette of a towering titan emerges. The ultimate evolution has taken place, as somehow, Wai and Ekkusu merged along with smaller aggregates as a means to survive.

This new creature exhibits 3 personalities. 1. The playful and devious nature of Wai. It gets great amusement out of games like hide and seek and tag. 2. The aggressive and primal personality of Ekkusu. It will lash out like a wild animal and is determined to kill anything that might agitate it.
Then the 3rd ... The origin of this personality is unknown. The most dominant and twisted of the three, this persona takes pleasure out of suffering and causing as much anguish as possible. Combing the creativity of Wai and the intellect of Ekkusu, it is this side that bestows the name -
Saiko Destoroyah Zetto.
