I use Paint Toll SaiI only use costum brushs and "multiplay", "luminosity" and "overlay"
Every step is on a new Layer
Also play a bit with the option "Opacity"
1: Fill in the colour you want to use as a Base
2: Change the colour you used before to a little bit darker colour and take away a bit of Saturation
Set Layer on Multiply and shade the hair like shown above~
3: Set Layer on Luminosity.
Now use the same colour only a little bit brighter and light the hair up, but don't overdue it since it might be too bright
4: Shade the hair again especially the edges, just like it is shown in the picture, set Layer on multiply
5: Bright up the hair again but just don't fill in try to make it look like the option "fringe" in Paint Tool Sai
If you don't know what I mean try to observe the difference between 4 and 5 closely
Set the layer on luminosity
6: Moooore shine~ just light up several tiny parts, set layer on multiply
7: To make it more lively use a different colour like Pink or Yellow, set Layer on overlay
and give the hair a slight different touch
8: Since everything is done you might add bright and dark hair strands which makes the hair more real~
