Truly a stunning piece of work, and it captures your attention almost immediately. The shading works really well to give Celestia that magical and Royal look, especially the hair. For me, the hair is the best part. You've really made it look both pleasing to the eye and more realistic than the normal Celestia. To be honest, she almost looks like a really shiny toy, but has enough of an organic feel to look alive - admittedly, the fur could do with a little bit of texture, to distinguish it from the shiny and glossy hair a bit more. Her eyes seem to make her appear a lot younger than she really is, though(not entirely sure if that's a bad thing, though).
The background could be a little more fleshed out, although the dark theme and simplistic appearance helps draw attention to Celestia.
Overall, I think this is a really beautiful and pretty portrait of the princess, and is a rather unique style, compared to other artwork of her that I've seen.

Okay, this is my first critique...
I would like to say that this piece is really stunning! I like how you've used the colors from Celstia but also some that make her even look more royal.
The shading is absolutly beautyfull. It is really lovely how it looks like she is made out of gell or that she is wet. You did the shine very well on the exact right positions. And the shadow is amazing. I see that it is coming from one direction and that is really good. The light isn't coming from everywhere so that is very well done!
But you could do something more with the background.. It would be better if you had added some more detail in it. Or made flowers or stars insted of just purple lights and some blue. Or maybe you could just add some more detail in the background, like the light came from lamps or something.
But anyway, this is a masterpiece! Hope you will continue with this beautyfull art style.

It has been said that my taste is in my mouth, but...
You could develop a slightly different treatment for the texture of fur to contrast with the lovely treatment of the eyes. While valid for the likes of Chrysalis the gel treatment of fur, no matter how smooth and shiny, leaves the impression of a "blow up doll"...or porcelain. I'll shut up now.
