Description
Since discovering Ulduar in the Storm Peaks, adventurers have journeyed to the titan city to learn more about its mysterious past. Further exploration has revealed that the magnificent complex is above all a prison, intended to permanently confine the Old God of death, Yogg-Saron. This ancient horror has corrupted its guards, and now it is breaking through the last of its restraints.another mural about the great design of raids in last WLK patch.

It's Loken (or in northern mythology: Loki)
Loken is the brother of Thorim and the primary unit of Azeroth.
His death sends a message to the pantheon that Algalon should renew Azeroth

No, it's Loken. Hodir = bottom left circle, above Hodir = Loken. Above all of them is Kologarn. Loken is the final boss in the Halls of Lightning. While technically not in the raid Ulduar, "Loken was the chief jailor of the Old God Yogg-Saron, imprisoned in the depths of Ulduar. However, the whispers of the Death God eventually drove Loken to betray his comrades and bring down the works of the Pantheon." Straight from Wowpedia. So he basically has just as much to do with Ulduar as these other guys.
