but when it comes to scans....
it may depend on your type of scanner
i use to have a this really cheap scanner that would make everything a whole lot darker x_o now my new scanner/printer makes everything brighter.. but you can change the settings so it picks up everything.
To fix 'over scanned' pics i usually use photoshop
Image > Adjustments > Curves
or
Image > Adjustments > levels
Just playing around with those should get it right :3
or i draw dark and use high exposure when taking pictures.
In the photo, i took it with macro with no flash. I adjusted the levels then used a brush to white out the background.
If its just lineart you want scanned and whiting out the background, use photoshop's magic wand tool and you select the black lineart then cut it out and paste on a new clean layer ^^"

i would go with curves and levels :3
IMO , whiting out would be for tattoo designs, lineart, or anything with only solid black and solid white
