LOL what irony that it resembles the outfits shown in the preview for movie 10!
I don't think Luffy's out outfit is pinstriped, but it is white. And Usopp's outfit did look like it was pinstriped with black & grey.
It looks like Usopp has a rose tucked in that chest pocket. If it is, nice touch. It reminds how Oda sometimes draws Usopp in the one-page splash with a rose. Most common though is to see him holding it in his teeth while holding 2 guns.
