definitely. I'd love to get close-ups like this. There are lots of kites around where I live but no feeding stations as far as I know, so the best I can get are silhouettes of them in flight!

thats still cool, I took these of a captive bird but I have seen wild ones flying around, they are so distinctive in the air!

it doubles the focal range of your lens but also makes you lose an f stop, so it makes my 70-200mm f2.8 effectively into a 70-400mm f5.6 or something along those lines

teleconverters are built for zoom lenses as far as I know, I haven't heard of them being used on macro lenses. for one thing, most proper macro lenses don't have a 'zoom' ring on the lens like 'normal' lenses, they just have a focus ring so even if you connected a teleconverter there yould be no way of taking advantage of the extra range.

It would work for portrait lenses, ie the typical sort of kit lenses you get with a camera body. but I don't know about wide angle/fisheye lenses. To be sure, ask in the camera shop before you buy one, I am no expert on these things and I'd hate to give you bad advice!
