Actually, they were definitely still alive when Applejack got her cutie mark. Apple Bloom was nowhere to be seen in Where the Apple Lies and Diamond Tiara's parents weren't married yet, so it's highly likely that those two ponies of the same age weren't born yet. Big Mac and AJ were teenagers in that episode, so they got to spend lots of time with their parents before Apple Bloom's birth.
Although it is true that Bright Mac and Pear Butter didn't actually get to witness the moment when Applejack got her cutie mark. They must have been busy elsewhere that day.

Neither Applejack's parents nor Apple Bloom are seen in Where the Apple Lies or The Cutie Mark Chronicles afaik so we don't know whether they were just away and Apple Bloom hadn't been born or if Apple Bloom was just a baby and the parents had already passed. Or something in between.

Did you miss the part about Diamond Tiara's parents? Filthy Rich and Spoiled Milk weren't married yet in Where the Apple Lies, so I doubt Diamond Tiara was born yet. If she had been born, surely someone would have mentioned her. Apple Bloom and Diamond Tiara are more or less the same age, so it's logical to assume that Apple Bloom wasn't born yet either and the Apple parents were still alive. They simply must have been busy elsewhere during both of the episodes you mentioned. However, it was pretty weird for AJ and Big Mac to argue over who would take over the farm one day when their parents were still around. I suppose the writer of the episode didn't think about that... or then the executives just didn't allow any mention of the Apple parents before they were officially introduced in The Perfect Pear. Who knows.
