It looks like something for the Gianty Fighty Robots game that was made for LEGO a while back.

It's not that big - just minifig scale (there's a minifig inside the cockpit).

I know, that's why. The 'Giant Fighty Robots' game uses little constructs that look like mechs and armored suits and the like.
Either way, this would actually be GIGANTIC in comparison. They're usually about as tall as where the hips of this one come to. And usually not this well articulated.
