Olá moça!!
Qual efeito do vestido vc está falando? A transparencia do véu? Se for isso é fácil... vc pega a borracha e diminuiu a opacidade,nesse caso eu diminui pra 40% e vc clica em cima do local uma,duas vezes até vc ver que ficou com uma aparencia natural.No restante do vestido eu tirei um pouco a saturação e passei a smudge.No final eu usei o photo filter e um pouco de blur > gaussian blur.
