I heard that older versions of Flash are free (Adobe Flash CS2) but I am not sure if this is 100% true. I do pay monthly for Adobe Suite CC. I am not sure if you want to do that, though.

Krita does animation and it's 100% free. 100% FREE:

I don't know what program you use to draw but Krita is like photoshop and you can animate on it.
Clip Studio Paint is also $50

It's not really the software that makes a good animation but the fact that you are comfortable using it. If you want to start out animating, start out with a free animating program or a really cheap program first. Then you can upgrade from there if you want to expand to other stuff.
By the way, Temmie Chang, the artist who worked on Undertale ALSO uses Krita to animate:

I recommend subbing to her if you want to get a rough idea on how to start animating on that program.
