What a nice overall composition, color and subject!
I like the combination and contrast it creates with the two varying styles of characters...yet unified with color and costume.
The BG a nice touch and adds to the depth and layout...especially with the drops. Violet is always great to use as an additive...it's neutral to not take away from the main focus, yet has a warmness...which helps balance with all the blues in the figures (in your case).
Sometimes a BG of such nature can be quick and easy to place and thus appear 'completed', but they should never be taken for granted. Color choice, shape and even patterns will effect the overall image if slightly altered in some way. In this case, simply taking into consideration the drops themselves. Notice how the larger, darker outlined drops on lower left tend to draw more eye then whole of the BG?
There are more gathered in that area as well as the fact that they are near a high contrast part of the image (black trim of skirt). The ones tangent of the black trim also increase the effect. Next time around, you should consider avoiding clusters of 'weight' like this and be careful of the repetition when creating patterns...especially when you're going for something that's not a flat pattern, but a pattern of nature.
However, the drops overall are perfect for this...all the blues suggesting coolness and easily associated with water. A great compliment to the subjects and design.
Careful with the little PPG's left leg. It's a bit ambiguous in pose. I can deduct it's bent, but at first glance (a mere second) it appeared as if missing the shoe or a stump.
The expressions and body language are perfect and pair together well between the two characters. In other words...not the same in pose, but similar in emotion.
Good idea having the jacket a different shade of blue. You definitely don't want to overwhelm the eye with the same blue throughout too much of the image...that could end up flatten it out.
Sorry so long. I just thought this was a very nice piece and wanted to give compliments on everything that stood out to me...which was pretty much all of it.

actually its :iconnutmeg1994: in ppgz uniform, which she is the cosplayer for Bubbles in our cosplay group ^^
she just happens to have bubbles hair and eye color XD
