As a person who lives in Toronto I would say this Is a great picture to be a shown.
He caused a lot of trouble threw out the city but then again he also helped it many ways people don't see.
Also being in one of the bad neighbourhoods of Toronto where this so happened drug selling and Rob Ford was caught I understand that it was a lot of trouble on him too.
This picture has a lot of meaning and is beautiful too,

He did Boost Toronto at one point, I mean if you look at the records and history of him BEFORE they found out about the drugs they cant say he was bad exactly.

It pretty much captures what's been going on in Bulgaria since our last government came into power. "Resign now" has been the slogan of people for over 100+ days.

I was trying to place it myself, but don't recognise the area. The patch of poles just visible in the top right might help anyone local, though.
But if you were asking more generally, all the references to Rob Ford and crack (and particularly the "you don't deserve this city" comment) seem to place it pretty squarely in Toronto. However, I think it's a sentiment a whole lot of people can get behind.

Ah, thank you! I spent quite a while in Toronto this summer (back when news of the crack video came out, but before Ford admitted to smoking it), and was racking my brains trying to remember if I'd seen this place (though presumably the graffiti turned up after the more recent string of incidents). Apparently I had, but the lack of skyline means there's not much to go on. Pretty much just the flags, which I'm guessing are the ones on Bay Street.
It's probably a bit late for most other people to spot this, but I found globalnews.ca/news/950386/gall⦠which gives some more photos of the event. Not as artistic as this one, but interesting if you want a better view of what's going on around it.
