Yeah, based on how Nega-Shantae used her mermaid form in Risky's Revenge and how Shantae herself used it in the Half-Genie Hero DLC when you fought her, it's safe to say her mermaid form is her most powerful transformation, but yet it doesn't get enough love as say her monkey form because her monkey has all that sweet, sweet speedrunning movement tech.
