During the City at War plot of Arc 5, Baxter Stockman sets off the Mutagen Bomb in Manhattan, killing thousands and mutating hundreds. Among those affected were criminals and gangsters. When Agent Bishop and the EPF place the affected area under quarantine, these criminals tried to make the most of the situation and take advantage of the lawless Mutant Town. Forming their own gangs, they staked out their territories withed the walled off section of New York City. They would intimidate the innocent mutants, run their racketeering schemes, and take what they wanted from those weaker than they were. Opposing these brutes were the Hamato Clan, the Mighty Mutanimals, and Karai's New York Foot Clan.

SILVER
Name: Antonio Argento

  Don Argento will represent the Italian mob and be a minor villain throughout the first part of my series. He and along with his goons will be some of the basic human criminals the Turtles will thwart between their encounters with the more memorable villains. In that way, he's similar to Don Vizioso from the 2012 series. It's not until Arc 6 does he become a bigger threat. Becoming a powerful mutant and being locked away in Mutant Town, he uses his criminal knowledge and influence to become one of the biggest players in the game for control of Mutant Town. Unlike the petty crooks and simple brutes, he is organized and knows how to run a criminal empire. Because of the meaning of the name Argento and becoming a mutant albino silverback gorilla, he took on the alias of "Silver."
Silver is based on the character from The Next Mutation. Instead of being a Yeti from the Himalayas, he's a human turned mutant. Since he dresses and talks like the archetypal gangster, I made him be the standard monster villain the Turtles will face throughout the series. That also works out perfect for me because I needed more human antagonists to fill out the roster for Arc 1. As stated before, there wouldn't be any other mutant characters aside from the Turtles, Splinter, and the quick cameos from Leatherhead and Slash.

GROUNDCHUCK

  Groudchuck was just a petty crook before the Mutagen Bomb. Like the others affected by the bomb, he was forced into the walled Mutant Town by the EPF. He has an advantage over some of the other mutant criminals because he partners with Dirtbag. They have and brawn and brains dynamic, Groundchuck providing the brawn.
Groundchuck is from the 1987 series, video games, and the IDW comics.

ARMAGGON

  Armaggon is perhaps one of the most dangerous criminals in Mutant Town. He works alone because he doesn't need anyone else and because he's a threat to everyone. A psychopath from even before his mutation, becoming a mutant shark just made him all the more dangerous. Another advantage he has is his amphibious nature, being able to survive both on land and in the water. Because of this, he controls the waterways under the city. This also makes him a serious threat to the Turtles. Because of his aquatic nature and large size, he is rivals with Leatherhead. He calls himself "Armaggon" because he mispronounces the word Armageddon and everyone is too scared to correct him.
Armaggon is from the Archie comics, 2012 series, and video games. I planned from the beginning on using him, and he's going to be one of the biggest threats. While most of the mutants are man sized, Armaggon is HUGE, standing at eight feet tall. He's going to be the boogeyman of Mutant Town, attacking and eating anyone indiscriminately. He doesn't want money, he wants to be feared!

DIRTBAG

Dirtbag is Groundchuck's partner in crime. Before his mutation, he was expert thief who's modus operandi was to use his knowledge of New York's underground and explosives to commit heists by breaking in from below. Becoming a giant mole certainly helped with his subterranean capers, but it came with a hindrance. He now had the eyesight of a mole and became short, stocky, and slow. That's why he partnered up with Groundchuck, who is big, strong, and fast. Dirtbag plans their heists and gets them in while Groundchuck charges in and uses his brute strength to take out any opposition. Their latest plan is to tunnel under Mutant Town and rob the rest of New York City. Unfortunate from them is that their schemes leads them into the territory of the Turtles.
Like his partner, Dirtbag is from the 1987 series, video games, and the IDW comics.
