It's a texture. Search for "light textures" or "unfocused light textures" on DA. You'll find a bunch.
Then, when you find one you like and you use it on photoshop, layer the texture on top of the image you're photoshopping and choose what you want the texture to do (IE soft light, screen, linear dodge etc.) <---it's in the drop down menu where the layers are. You'll find it, haha. Then when you choose what you want, you can choose the opacity annnnnd that's it :]]
