Note the inner leading edge flap has been removed on the right wing and you can see the pneumatic manifold for the 'blown' leading edge flaps. Engine bleed air flows through these manifolds and flows over the wing when the LE flaps are deployed to improve the takeoff and landing capabilities of the F-4 aircraft.
