Hey!
You wanted me to have a look at this and give you some critique.
Don't mind the star-rating so much, it's just stars and doesn't give anyone anything.
I think this is a good shot technically and I think it only needs some postprocessing.
I'm not sure what Elements contains, but the ideas would be the same for postediting in most applications.
To get this to become more interesting for the viewer I would have added more clarity, this would make the texture in the buildings closest to you clearer.
I would also reduce the hightlights, this would make the brightest parts of your image less dominant, but still very much present.
I would also add a tiny bit of blacks, since the highlights dominate so much here.
also I would probably spent a little time cleaning the image, meaning I would remove tiny stuff that's not giving anything to the picture. Especially the small stains in the water in the lefthandcorner around the area around "photography".

I use Lightroom and I thought I did the best that I could, so thank you for pointing out where I went wrong. I'll do a much better job during post next time, which includes working on the highlights and clarity.
As for cleaning, I don't mind adjusting levels, tones, sharpness, noise and the rest. But I'm completely against adding or removing anything from any of my photos, they come as they are The only thing I would consider removing are small spots that may have been on my lens during a shoot.
