Why what happens to Kohl happens is heavily based on my Saiyan fan-lore.
Briefly:
Saiyan society is heavily gang based. Surviving children join teams from a very young age for survival, and from then on would always be with some team. Traveling in public without at least a few other Saiyans is hazardous. If a gang sees a Saiyan alone they'll assume 1 of 2 things: (1) the loner is unaware and stupid and an easy target or (2) the loner is arrogant and thinks himself strong enough to defend himself without help. It's a social norm to attack a person for no other reason then that they're alone. Two teams otherwise probably wouldn't aggressively interact. Few exceptions include popular royalty and elderly Saiyans. Elderly Saiyans are respected for having made it to their old age without dying in battle.

After their mom dies, Kohl and Radissa have it rough. Kohl is the only Saiyan alive that wasn't raised on Vegeta, and she has no idea how the society or customs work. She doesn't join a team, mainly because she's unwanted. She's only an average fighter, and even worse, she is raising Radissa. Raising or wanting children is considered unnatural. She has no source of income or medicine and is in danger of being attacked in public. She and Radissa scrounge for food but can't satisfy their Saiyan appetites. They live like this for at least several years. This is a major reason Radissa hates Kohl; she resents her for not providing for them, and at the same time, refusing to let Radissa go on her own mission in fear that she would die. Radissa feels like Kohl was forcing her to starve. Kohl didn't know what to do but she wasn't about to lose her baby sister.

Have no fear, when their father finally discovers the state they're in, he takes them in and they get better.
Kohl actually probably lives semi-happy for at least 10-15 years.
