After seeing this, let me put it this way.
Compared to Frollo, Gothel's a funny villain. xD
not just saying that because of comedic moments. XD

Both of them are frightening characters (especially because emotionally abusive parenting really DOES happen like that), but that's what makes a great villain.

when you really think about it, they are almost the same villain,. They both keep someone locked in a tower for most of their life, they take care of them and raise them both to believe the outside world is a dangerous place and they both belittle the main characters in some ways.
Frollo is alot more cruel about it than Gothel is, Gothel at least PRETENDS to love Rapunzel and acts like she's just messing with her and tries to keep Rapunzel, sort of happy.
In terms of motivation, Frollo's is more complex than Gothel's,
Frollo seeks to "purge the world of vice and sin"
Gothel just wants youth and beauty forever
but non the less they both are pretty good villains.
