i always wondered how Goemon, among the Lupin's gang the most shy with ladies, is actually the one with most success. He even got married once! xD

I think it's the silent type. Ladies love a man who lets them talk.

I'd say it's because Goemon is the kind of man most women would feel very safe around.
For the complete and utter badass that he is, he's not conceited or demanding. He's not a perv; he keeps his hands to himself and even when women have wardrobe malfunctions (intentional or accidental) he looks away. He has a lot of self-discipline. He's polite and honorable. He instinctively respects and protects women without being superior or obnoxious about it. He is fearless in standing up for his teammates and anyone he perceives as vulnerable or needing help, but it's clear he's doing so because of his own moral code and not because he expects anything in return.
Jigen is actually a pretty good guy as well, but Goemon has an edge in the honor and politeness departments.
