[I'm assuming you're talking about this one or this one and not my Photoshop-made Transformers sig ]
It's actually surprisingly simple:
Take a camera, set it to a long-exposure mode, and take a picture of a dark area with lights nearby [street lights, chandeliers, TV, the works] while shaking the camera violently.
Copy the files to your computer, and open them in Paint.NET
From there, duplicate the layers, rotate them, move them around, and play with the layer blend modes until you see a bright, colorful yet smooth area [doesn't have to be the entire image, as long as it's big enough for a sig], and crop/resize it there.
Continue to blend and tweak it until it looks good, and be sure to add a 1-2 pixel border for kicks and giggles.
