I've read through it and there's a few things I think you should be aware of:

1) I don't know whether or not the person who copied your art had the full intention of doing so. It may have just been a similar art style, but I can't fully be the judge of that.

2) You can't issue a DMCA takedown of someone else's work, unless you copyrighted yours. And that requires paperwork.

3) The person who may have copied your art may just be young. I had someone else copy my fanfics on a different site, but I realized that the kid was probably pretty young. I didn't want to harass him so I just let him be; it wasn't like he was copying my stories word-for-word anyways.

Point is, don't take it too personally. I'm sure whoever did this means no harm and there's no need to escalate the situation. If you feel like you need to talk this out though, then contact that person in private and settle things. Making it public is going to just blow things out of proportion. That's just my two cents; the rest is ultimately up to you.

It's Called DeviantArt Eclipse and it sucks it's impossible to find anything and the looks of there trying to take out the fanfic part I think.
