hey,
sure, i guess first start with looking as many sites as you can, and go with the style and feel you like most. You can start by copying some techniques for practicing, and then mix all you have learnt with your creative ideas. good luck...

Thank you so much skyrill, for the advice. I want to learn web design and hopefully use it as my advantage to my some extra income apart from my job, I was afford a program of 3 years to get a bachelors in web design although might be costly so I'm guessing of only doing the 1st year only, how good can that be, can I still b certified for web design with only one year training & how good is that, thanks for the advice bro

sure no worries
well in art, at the end of the day they look at your work more than your qualifications or degrees, to be honest, i think you can learn much more on your own if you have the passion and motivation rather than go to school. I'm talking about design ofcourse since no one can really teach you that.
If you are looking to learn the coding and programming of it, then im sure you can take some short courses, but definitely not to was 3 years of time and money on a degree...
I myself have a degree in Graphic Design, which one of the things in it was web design. And just so that you dont get me wrong, having a degree is surely better then not having one, but i'd say don't take something way too specific, but look for a broader field if your willing to spend the time and money.
good luck!

k cool thanks for all the info, yeah i wont waste 3 years on web design, and i will take your advice of learning it on my own ill see if community colleges offers short courses on web design, and your right this is probably best learned on my own, apart from small courses where do you think i can start, and before i wanted to be a graphic design artist but never knew the field, but im really into the whole web thing and everything about it, designing for someone would be a great escape into a free time of my own where i take my own whiling time to make money from something ill like, and about majoring hmm wow hard decision there maybe ill major in art, dont know but ive always enjoyed art and drawing, painting etc, umm can i add you to my watch list
