Woo you love bioshock too apparently (from your fav gallery)! Did you know there is a book out there 'rapture'? I need to find it on ebay or something, I was too cheap to buy it for $15 XD but it was like the prequel (well and I think Rapture was a game on PC too) but I only really have played it on console. And the new one coming out looks so pixary... it's so bright it kind of weirds me out! I hope it is good. /lame

The background is one of the patterns in photoshop with color overlay on top.
The texture on the pills is simulated paper texture I saw in a training video. You can make it by creating a empty layer -> convert to smart object then apply:
Clouds, Add Noise (25%, Gaussian, Monochromatic), Gaussian Blur (Around 2 px), Stylize->Emboss (Height - 3px, Amount- around 200%, 150 degrees), then apply Overlay blending mode for the whole smart object and play with the Opacity. Playing with these values makes a decent texture.
