It vaires by design.
I try to get the browser to do as much of teh work as possible.

For this design, the blue banner area has a patterned and gradiented background, plus double pixel edging for detail (makes it "pop" more). This couldn't really be done in HTML.

However, the fonts, shadows, content gradients - they can all be handled by the browser.

Then, depending on what the final elements that have been designed are (and if any of them can be done in-browser), I only use images where I have to
