Hmm.... from what I've used, the Prismacolor Nupastels are the best. They have very vibrant color, and they're much harder than others, which makes them easier to use in tight spaces, and also helps with the blending, it stays more concentrated in one area, so your finished product looks better. They are a bit on the pricier side, but if you're serious about pastels, I cannot recommend them enough.
As a side note, I also cannot recommend General's at all. The sticks don't blend at all, and actually just rub against each other, and make the surface glossy and impossible to blend.

Yeah, the Nupastels were what we used in school... I think we had the Rembrandts for our pastel pencils, but I didn't like them as much, they had a tendency to do that... shiny thing, though I'm sure the formula is different between the two products... I actually ordered a set like, right after I replied to that earlier comment, I've missed having a good set of colors in my hands XD
