If I remember rightly [it was iRaq right?] that was just the vector pen tool in adobe photoshop. Adobe Illustrator is said to be great with vector work.

Basically you can use a stock image and either trace over it or create a new image by using the pen tool over it. I found the original Lyndie England image from a website [which was absolutely tiny] and had to really enlarge it, then trace over it with the pen tool, with a bit of creativity for where i had to guess
