I like to use 4 minutes of exposure. To do that you will most likely need a remote timer for your camera, and you will need to learn to use the cameras bulb function. I have no idea how to process film so If you are planning to do it with a film camera I can only think you would have to take the image in a single exposure. In order to do that you will need to make sure there is no moonlight and no light from cities/towns. Choose a location with very little background light and then set the camera to f5.6, iso 200 and use a single 3-5 hour exposure should work well.
It will be important to experiment a little, but I imagine film will make it a little harder to do quick tests to make sure your exposure is right. Also I once saw an online tutorial of star trails with film camera, let me see if i can find it:
