For something like that I would probably use clay, like the Crayola Model Magic stuff that dries in the air, on maybe a wire base (like bend a clothes hanger in the shape and put the clay around it) and then you can just carve all the details with a knife or a pencil and paint? That's what I'd do, not sure how accurate it would be xD
