I hope you draw some more Lisia someday. In fact, one of these days, I'd love to commission someone for some fanfic illustrations, but they'd have to read and like the story, so there's that. (I bet the cover page is gonna look awesome once I'm able to commission one.)

Actually I'm way more active on Tumblr and I admit that I neglect a bit my DA account... Most of my drawings are doodles these days and I post them only on Tumblr, the "elaborate" drawings are the only ones which are posted here (sometimes I'm still not satisfied enough to post them on DA though 
I'm deep into the Yu-Gi-Oh Arc-V fandom at the moment so I don't know when I'll draw Lisia again. Still, I'm really glad you liked the fanart I made of her !
I hope you'll find someone who'll do illustrations for your fanfics

I must say, even your doodles look great.
In theory, yes, they could do it without reading the story. However, even with details, they need to actually read the story to appreciate the context of the work, and that, I believe, translates to a better end result. Besides, why would you want to draw for a story you don't like?

I agree that reading the story to appreciate the context will most likely give a better end result. If you really prefer them to read it there should be no problem, especially if you commission someone who's in the Pokémon fandom (which is pretty huge)
