Mmm, not sure what you mean by the record questions. I don't DJ if that's what you mean by mixing records. And as far as getting specific sounds, you just gotta find them. I've spent many hours looking for good vinyl to sample.

I always recommend listening to the Sneaker Pimps and IAMX. Based on what Ratatat sounds like I'd also recommend Massive Attack, DJ Shadow, and Tricky.
As far as making music...you can make/record music with about $20 and a computer. A great (and free) program to record into is Audacity; that plus free plug-ins you can find all through the internet equals good fun. Get a cheap mic, a wire, and a converter to 1/8th inch if you need it. Plug it into your computer input and go. If you're serious though I'd get an audio interface (they can be as cheap as $30 I believe), either a really good dynamic mic or an okay condensor mic, and then the frills of whatever you're recording (ex. recording vocals get a pop filter, recording guitars get a DI box). If you want to do electronica and not record at all you can get away with just Audacity, Reason (or a production program of your choice), and some free plug-ins without all that recording gear. I'm going to stop now because I could probably talk all day. If you have any more questions feel free to ask.
